In Canada, it's legal but you still shoot the bear. It's not like the dogs rip the bear to shreds or something like that, more like chasing it into a tree so you can shoot it. Very dangerous for your dogs!!
I don't know about black bears, but there are some places where bears are plentiful and there is a bear hunting season during certain times of the year. Alaska and Canada probably. In any case, Dog hunting with Bears is legal at any time of the year. You just need to find a pack of bears to help you search for stray dogs. :D
