From what i know Concord is over by the bay and more over where the city is so I would guess yes it is illegal.

Check with your local government offices for where you can bowhunt, they will have that information. Don't bother asking the cops -- they will most likely say ';No, you can't';, even if you can, because to a cop a bow is just another weapon -- and cops generally don't like to have ';weapons'; on the street, no matter what kind they are.
